Claim Update

Settlement of Historical Treaty of Waitangi Claims have come a step closer in Wairarapa Ki Tararua with the formation of the Ngati Kahungunu ki Wairarapa Tamaki Nui a Rua Trust.

The recently established Trust represents individuals, whanau and hapu who by whakapapa, legal adoption or whangai arrangement can claim descent from the eponymous ancestor Kahungunu.

The Trust will be mandated to carry out the next stage of the settlement process. Trustees have been elected from the following hapu karanga of Akura, Hinewaka, Tumapuhiaarangi, Te Hika o Papauma, Hurunuiorangi, Papawai, Te Ore Ore, Tamaki Nui a Rua, Wairarapa Moana. The 10 Establishment Trustees elected by these hapu karanga are:

Ian Perry (chair), Marama Tuuta (Deputy Chair), Haami Te Whaiti, Kingi Smiler, Ron Mark, Robin Potongaroa, Pani Himona, Hone Oneroa, Kahu Pene and Hayden Hape.

The Waitangi Tribunal Report for the Wairarapa Tamaki Nui a Rua was released in June 2010 and recognised serious Crown breaches of the principles of the Treaty of Waitangi. This followed years of work by claimant groups in gathering historical evidence for presentation to Waitangi Tribunal hearings held in 2003.

The Trust will not only manage the Negotiation process with the Crown, but will also develop a Post Settlement governance entity to manage and grow the Settlement on behalf of its beneficiaries. This is a lengthy process and likely to take another 4 years before a deed of Settlement is signed. At this point it may be said that the “Healing Will Begin.”

Ngai Tumapuhia-a- Rangi Trustees continue to work on the Claim to protect its hapu interests. Bob Hill is the hapu alternate representative.

Ngai Tumapuhia-a-Rangi Maori Marae Committee Inc - "We need you" 200 club

We, the Maori Marae Committee need 200 whanau to join the "200 Club".

You contribute $10 per month to the marae account, with all putea helping towards the upkeep and overhead costs of maintaining our marae. You will benefit by being able to use of the marae at any time (subject to availability) at no cost, except for power usage which is on a "prepaid" system.

Full accountability of the putea is assured through the marae auditing process.

I am pleased to present the Annual Report for 2009/2010.

2009 - 2010 has been another busy year for the Runanga. We have held 11 monthly meetings and 2 Hui a Hapu. Along with other Trustees I have attended as the claim representative for Tumapuhia, 18 further meetings of the Kahungunu ki Wairarapa Tamaki Nui a Rua Hapu Collective.

During the year, we held our triennial elections. 6 Trustees were elected, these being; Marie Collin, Tom Paku, Connie Oneroa, Karen Metcalf-Morris, Sam Morris and myself.

As required by our constitution, a 7th Trustee position is still to be filled. This has caused an issue for the Runanga as it does not have the funds required to run another full election process within the same year. This is an issue for discussion at this A.G.M.
The Trustees have been busy completing an annual plan, strategic plan and communication plan. These are important elements of a fully transparent Trust body.

The Runanga has struggled to obtain adequate funding via the mainstream funding agencies as it falls outside of the criteria of most funding authorities, This is impacting on the normal functioning of the Runanga in that Trustees are having to carry any associated costs themselves.

Hopefully one day we can put all this behind us and look back at a job that was worthwhile.

Waitangi Tribunal Claim:

The handing back of the Report was the most significant event for the year. The Report upheld all our claims. The only claim not upheld was the Rangitane loss of Recognition claim.

The Runanga was set up under arbitration to manage on behalf of the beneficiaries the Claims Settlement Process. This remains our priority still.

Kahungunu Tamaki -Nui-a-Rua Hapu Collective:

There is a need to work together with our Kahungunu whanaunga in the Wairarapa Hapu Collective, but to also ensure that exclusive and relative interests of individual hapu are recognised in the final settlement. This issue has been fully debated at the Collective level and there is agreement to deal with these interests at the setting up of the Post Settlement Governance Entity stage. This process has been endorsed by the Office of Treaty Settlements. Both the Trust Deed and the Mandate Strategy recognise the process for this to happen.

At any stage in the Settlement Process we are able to reassess our position in regards to the Collective. It is a position we would need to consider carefully at any given point.

We are able to make major decisions in this regard right up to the Deed of Mandate stage after seeing how the negotiation with the Crown goes. There are precedents set around the Motu in regard to Forestry Claims regarding individual hapu interests.

The Post Settlement Governance Entity Structure is the body that will receive the Settlement assets. The Hapu Grouping of the Alliance is in a strong position to ensure that individual hapu interests are protected.

Moving Forward as a Runanga:

There is a need for us to all be working together moving forward as a hapu. Just recently there has been a division developing within the Runanga over the pathway the hapu should be taking in regard to the Claim Settlement Process.

All matters have been fully debated both at hapu and Runanga level, and the consensus of those hui is the path that as Claim Representative I have followed. It remains a fact of our democratic process that one may not personally always agree with the majority decision, but one must accept that and continue to work for the betterment of the hapu katoa.

I would like to acknowledge the present Trustees; Marie, Connie, Karen, Tom, and Sam for their endeavours. Special acknowledgement to Debbie for her contribution. I know at times this can be a frustrating task, but as I keep reminding her, that is the reason the salary is so high.

Thank you Marie for taking up the position of Treasurer in difficult circumstances from Waina and adding it to your busy life.

Debbie has created our website with updates. This needs constant monitoring. The Runanga dealt with other significant issues such as:

  • Return of Taonga issues
  • Lake Wairarapa Management
  • Constant updating of Hapu Register
  • Resignation of our previous Treasurer and thanking her for her services since arbitration in 2003
  • Kotahitanga of the Hapu alliance.
